Charter for an International Forum

International Forum

Preamble

WHEREAS war has been a curse upon humanity;


And whereas respect for the rights of countries, as with individuals, produces peace;


We agree to this Charter for an International Forum.

Article I

EVERY party to the current conference, shall be a member of the International Forum.


Every country that sends members to the International Tribunal, shall be an observer to the International Forum, pending their full admission.


Any country may become a member of the International Forum upon the ratification of this Charter as a Treaty.


Any colony, which can levy taxes from its own inhabitants without the permission of the colonial authority, may become a member of the International Forum upon the ratification of the Charter by the body of taxation.

Article II

EVERY member of the International Forum shall accept the authority of the International Tribunal, to arbitrate all disputes that may emerge between them and any other member, and to prosecute crimes against humanity and civilization.

Article III

EVERY person under the authority of a member of the International Forum shall have the rights to:

(a) life, liberty, and the security of the person;

(b) thought, speech, and knowledge;

(c) liberty of religion and conscience;

(d) work, without coercion or enslavement;

(e) personal property;

(f) freedom of movement; and

(g) the rule of law.

Article IV

THE International Forum shall consist of a Directorium, and an Assembly. The Directorium shall sit permanently, and the Assembly shall sit once a year, or sooner, as called by the Directorium, or else by terms of this Charter.


The Directorium shall consist of twelve members of the Assembly, elected for six year terms by the Assembly in three classes, and no member of the International Forum shall have its delegation to the Assembly for two consecutive terms.


The Assembly shall consist of representatives of every member of the International Forum, who shall have full plenipotentiary power, and a vote on the floor from one to four, depending on the square root of population.

Article V

THE Directorium shall serve as a bureau, to manage the administration of the Forum.


The Assembly shall serve as the standing body of the International Forum.

Article VI

THE International Forum shall have the power to make Laws and Resolutions, by and with the vote of a majority of the Assembly and the assent of three fourths of the Directorium.

Article VII

THE International Forum shall make laws for:

(a) a writ of habeas corpus, from the International Tribunal;

(b) restricting slavery and the slave trade, all around the world;

(c) restricting the trade of opium, and other dangerous drugs;

(d) regulating the trade of arms;

(e) free communication among the nations, and equitable terms of trade; and

(f) the termination of the transmission of disease all around the world.

Article VIII

IF any member of the Forum should be suspected of mistreating native inhabitants in a colony, the International Forum shall, by resolution, send a case on the subject to the International Tribunal. If the Tribunal should concur, the Forum shall have the power to place the colony under International administration, until such time as the Forum should consider the colony well-administered.

Article IX

NO member of the International Forum shall ever enter into a secret treaty; and every article of a secret treaty shall henceforth be held null and void.


No member of the International Forum shall ever make loans to another country, with the intention of influencing its internal politics.

Article X

NO member of the International Forum shall ever engage in assassination, or poisoning, or any other form of sinister targeting against any other country, in any circumstance.

Article XI

A PERMANENT International Army and Navy shall, upon resolution be put at the disposal of the Directorium so that it may be used to keep the peace, and it shall also, upon resolution, be placed under the authority of the International Tribunal to enforce its rulings.


The International Forum shall also have the right, by resolution, to request sections of armies and navies of members of the Forum be turned over for its use, and in such times as they are under international command, they shall be sworn to serve as members of the International Army and Navy.

Article XII

EVERY member of the Forum shall agree to never use vaporous weapons on the field of war; and it shall be the duty of every member of the Forum to destroy any vaporous weapons they have in their custody.

Article XIII

IF forces of members of the Forum should clash, the Assembly shall likewise be convened to submit affairs of dispute to the International Tribunal; and it shall likewise be the duty of every member of the Forum to submit every dispute that may cause war to the Tribunal for resolution.

Article XIV

IF any members of the Forum should go to war, the Assembly shall be convened within three months, and it shall immediately submit affairs of dispute to the International Tribunal for resolution.


If the members of the Forum should continue to go to war, the International Forum shall have power to do all matters necessary and proper to restore peace among the nations.

Article XV

ALL members of the Forum shall abide by the resolutions of the International Tribunal, and if any member should ignore its decision, the International Army and Navy shall assemble to maintain it.

Article XVI

THE Seat of the International Forum shall be established at Aix-la-Chapelle, except in such sessions in which it should disembark for The Hague.


The International Forum may also, by resolution, disembark to additional places to serve as its seat.

Article XVII

EVERY Member of the International Forum shall establish within its borders a Service Commission, for the emancipation of mankind from the social ills of malady and poverty.

Article XVIII

THE International Forum shall establish an International Library, for the recording of the memory of mankind and civilization, and it shall extract the fundaments of this knowledge which it shall from time to time publish all its information as an Encyclopaedia, to be distributed to all the peoples of the world.


The International Library shall be headquartered at Aix-la-Chapelle, but it shall be additionally located in every continent of the world, and all data between them shall be replicated exactly for the preservation of universal knowledge.

Article XIX

This Charter may be amended with the ratification of three fifths of the Assembly and three fourths of the Directorium.
